When you have a government that uses the old "divide to rule" strategy as a means to stay in power and distract us from the pillaging and abuse of power, the loss of morality and the increase of violence is inevitable. Good, solid education becomes fundamental in order to help us see further than the smoke screens and diversion tactics being used. The apartheid government knew this, so does this government.
